im sure now jf is back and this being a new season that no call offs will be allowed , and if clubs fail to fulfill their fixtures then appropriate actions should be taken and not just allowed to be rearranged at their pleasure

Correct. Only the Management Committee can sanction the postponement of a fixture providing that all requirements set out in Rule 10(c) have been met.
PS. Not only read the rule ...... but read the detail in the rule.
