Disruptive Association Members

We are having problems with several Association members who are not Board members disrupting Board meetings and making it impossible for the Board to conduct business. I shut down our last meeting, but if I have to do this at every meeting, no business will ever get conducted.

Can I, as Board President, eject disruptive Association members from the meeting? If the Board cannot conduct business in an open meeting, can we go into closed session?

We need to approve a bid to have lights installed on our porches - safety hazard - but cannot get to a vote. Can the Board act on this without a meeting as it is an emergency? The Pres & VP have the authority to enter into contracts.
