Can a board give an attorney $2,000 retainer fee to collect past due assessments from an owner and expect that owner to pay that in addition to the late assessments? No notices of past due were ever sent to the owner.

What do your governing documents say about what is considered proper notice to owners and legal fee obligations by the owners?
