Penalties
We have a very disruptive owner to whom we sent a letter regarding leaving of personal items in common areas. We required the immediate removal of three items. One was removed. The board was told by this owner that they would remove a second item when another owner removed a chair from a patio that they objected to. The chair remains in this limited common area;the second item was removed after 5 weeks. The third item remains in the hallway outside their unit. When approached by a board member to discuss the problem the owner went into a rage and threatned the board member.
What would be an appropriate fine for
1. Month's delay in removing a second item
2. The items still in the hall
3. Threating a board member
Also this owner installed a dish on the outside of the building in a common area, claiming and correctly so, that they could not get a good shot at the signal anywhere else. The previous board had an attorney write a letter demanding that it be removed but it has been almost a year and the dish remains. Can we also begin to levy a fine for this infraction?

I am a property manager. When hired I was instructed by the Board to enforce the rules with no exceptions. $50 I fine immediately for most infractions, which are outlined in their Rules and Reg's. The owner must then appeal to the Board for waiver.
1. Be sure rules are very clear.
2. Fine and site the rule.
3. Give final notice to pay the fine and comply or it goes to the attorney for collection (which rules clearly say they will incur legal fees)
