Use of Backyard

We have a small back yard for our 6 unit building. The dog owners in the building use it as their personal dog park and don't clean up after their pets as quickly as they should. This would not be an issue however there are 6 dogs that use it throughout the day. The units who don't have dogs out-number those that do and they are getting tired of dealing with the dog waste, smell, flies, etc. We are looking to see what other associations have done about restrictions on pet owners and how they can or cannot use a yard that is a common element.
