Questionable assessment practices

Recently my board approved a line item charge on my assessment bill for "cable TV". I do not have a TV, I asked my board to remove the line item and credit my account. They declined on the basis that the charge was really an assessment increase that had to be paid. Its been disguised as a cable TV charge to make it look as we've had no assessment increases to protect the property value (yes this is their own admission and I have this from them in writing!). I'm currently trying to convince them this is fraudulent, and probably illegal.

I'd be very much open to comments or suggestions from people that may have been in a similar situation. Or if anyone knows if there is a state agency (Illinois) that has oversight into this sort of thing.

thanks in advance.
