If you're able to place a button on the opening message board page you can sign it up as a separate listing and drive even more people to the board from the Top 50 site too.

Been a while since I dabbled with these types of boards so I forget what you can and can't do.

I've placed my vote. I believe that total votes refers to the votes made from the button on the website, and votes out would be votes made by clicking the name on the list....but, I could be wrong.
