i accidently didnt tie with him yesterday, i apologised then he was fine. why is he mad at kpo for the same reason.

No, he had reason to be mad. I accidently killed him at the end of the match when we agreed to tie. I know that's hard to believe, but I didn't really think anyone could die with one Stinglarva shot.
It's nothing against Noxus.

Really, when you think about it it isn't that big of a deal if you don't tie in time.
Because you are basically giving them a win on their record that they don't deserve, that's why I don't like to tie in 1v1's, but I do tie in FFA's.
If the same situation was on random search, (which most people never tie on), what would you do? Hopefully not D/C, but except the loss. I have gotten all 28 losses on my record from not tieing in F&R games.

Exactly. Tieing in general is sketchy to me. Because then if Subject X constantly begs people to tie, his/her licence will not reflect their TRUE talent. So licences become almost insignifigant that way...I really don't like tieing in that sense.
Plus, if someone can SD 8 times in 30 seconds, I will give them a candy bar.
I mean, I'm sure it's possible, but really.

It's possible on Harvester xD.
I know some people who always tie, and I say I don't want to tie, then I win and they safe d/c after it shows the score, yea, I still get my points, but they don't except the loss.
You could look at my 98.8 win percentage and think this, but it really isn't the case.
I had a win streak of 766, but I lost 4 matches all in 1 day and went from a 99.0 to 98.7 win percentage, ruining my win streak.
