Why would these people even care about some minor safety regulation. They are (most likely) stealing bodies and reanimating them against their will.

There's a reason why almost every fantasy gaming systems views Necromancers as evil...because that is just wrong...on so many levels.

in the society i created its not evil its neutral
and in D&D you can play a neutral necro
ok history lesson about the culture of the planet Nuclearious (home created one)
when civilization on this planet took shape the necros were hunted but over time the ppl realized the potential and honor of being able to serve their world more then once so they started excepting the necros into civilization and have become one of the more powerful races in the known universe these ppl dont let the idea of power and conquest take over they are more for defence and trade but you attack them and look out cause only then do the skellies attack followed by the necros
only time they raise the undead unwillingly is when the necro (wich is always a neutral additude character) witnesses the target kill civilians
in their culture they believe military and civilian are seperate and here comes the fun part the shipyards are always run by civilians but protected at all times by the military
i have put some time into the thinking and creating of this new form of humans and its civilizeation
as soon as i get a new web page setup ill post the link to show yinns the ideas i have for outfits, weapons, city structures, and ships. i plan on creating the entire race and its culture on a site

If you haven't yet (and it sounds like you have), you should read Hollowfaust by Sword & Sorcery Studio. It has a lot of cultural information on the usefulness and uses of undead in a society.

Nah, take a look at some of the Dark Side created life (loosely used term here) forms.
Undead seem like the perfect Sith slave.

I doubt any culture could function, that relied heavily on dark side zombies. Especially since the dark side is known not to restrict itself to what the user wants.

Sounds like a "Fire all weapons!" culture, with those meeting them beeing those to fire all weapons. Yuck...

The next question would be: Is it worth all the imperial red tape to not have to put in life support and escape pods or is it just easier and cheeper to put it in? Those inflatable life rafts would be pretty cheep, just throw a couple of those in and call it a day.

In the campagin I'm in we were battling against a race that was basically Zombie Jedi. First time I saw one sit up, after I opened the sarcofficus (sp?) it was sleeping in, I jumped and blew its head off.
