The concept was, that is is not manned. It is like a Ranger Outpost in the wilderness.

VOID is correct.

The Type 4457-A station is automated and is designed so that it may be put into a hibernation mode and left to its own devices, sometimes for years, and can be reactivated and ready for habitation in a couple of hours.

However, the staggered stopover schedules mean the Royal Navy waystation generally only goes unoccupied for a couple of days at a time.

I love it. But who's responsible for restocking it? And does these tired spacers have to pay in order to take a load off at this place?

It is a military station. It is restocked by those who use it. Much like a Rangers hut in the wilderness.

Crews bring supplies with them, leave some there and so on. Every once in a while, a supply ship might drop off some more.

That is not a public station, so those who use it don't pay for doing so. Private stations of such a kind will exist too. Actually quite a lot of them. But the owners will live on them to make sure everyone pays.

You would not want to be caught by the Blackstalkers at their waystation. It's their private clubhouse, and it's located in a restricted stretch of space where you'd have no business being. You'd spend most of the next month in the 1m by 1m holding cell on a Sharisa until they can offload you at their home base.

However, you could use the stock version of the station (lacking the guns, and with normal-size fixtures) as general purpose waystation, such as a secret meeting spot for a loosely affiliated band of smugglers, or a rest-stop in the middle of a long sublight journey (that IS why I made a stock version and left instructions on how to expand it). In that case, the resupply and pricing arrangements would be up to you, your party, or your GM.
