I remember that "two pre-fabricated garrisons" are mentioned to be carried by the Executor-Class Super Star Destroyers. Probably normal ISD's don't carry them, because size difference between the ESSD and the ISD indicates that if an SSD carries two, then an ISD most likely carries zero.

That may also be due to the fact that if you've got an Executor-class Super Star Destroyer in orbit, you probably don't need more than two pre-fabricated garrisons dirtside.
The impression I got from flavor text though is that the IRDS is a lot smaller than the pre-fab garrison.

The size discrepancy seems to some from the two interpretations of the station. It looks like the first is just one of many modules (you can see the second towards the top of the image) where as the plan has multiple units/modules within a single body.
I'd go for the multiple smaller units, it’s more adaptable and once you've drawn the hull, you're pretty much free to fill the interior with whatever you want/need (great for modding). It also has the more cramped look; the big one is way too spacious.
It’s also more adaptable for mission size/duration as multiple units from several SD could join together into a huge base.

Yes, that's why I hesitated to post the cutaway drawing (and called it 'horrendous' when I did). It just doesn't seem to convey the claustrophobic quality of cramped space that is mentioned more than once in the flavor text.
Right now I've settled on a size of 15 feet x 15 feet for the standard modules... that way a standard station would be roughly 45 feet square.

Not sure if we’re thinking the same thing, so I did a quick sketch (blue scale)...
The station is 25ft square (approximate from the picture). Each module is a self contained block that gets filled/fitted with whatever. Each module can then connect via the passageways seen in the picture or have an access ladder/ramp to the outside (or be blocked off). There would not be multiple modules within each unit.
This is more like those cabin seen on construction sites, some are offices for the foreman some are break rooms, some equipment stores.

Yeah, it's something along those lines... but when I start drawing on this project after finally getting the StarSpeeder done, I'll be doing it in red scale though.
Come to think of it, when I get back in town on the 27th I might just turn my full attention to this project instead -- it's just been holding my attention more of late (though a ride on Star Tours this weekend might change all that).
After further review of the room descriptions and real-life measurements, I think I've finally resolved the issue of size. I plan to draw this out with the habitation modules measuring 16' square on the inside and 6" thick walls -- 17' square on the exterior. While that may seem rather spacious (incidentally, that's also the same size as my kitchen/dining room), once you start filling it up with duty stations, furniture, mission specific equipment, etc., it's going to get cramped pretty quick.
Depending on how much I get done today I might even make a quick rendering of the outside... but don't hold me to that.
