Are you suggesting the old republic had no escape pod laws?
If not what escape pod laws do you think were in place prior to the Empire?
Do you think the Old Republic was more or less concerned over the safety of its citizens?

How does "alternative suggestions?" suggest anything? emoticon

Based on the prequels?

I think it was more concerned over the safety of its citizens. However, this does not necessarily have much to do with escape pods.

Why a spiral stair case if we already have a turbo lift?

Simple: We don't have a turbo lift.

I suggest some sort of escape pod. The Sullustans strike me as a safety-oriented culture. It does not have to be a PES-550, but it has to be something.

No thank you.

If you were a senator of the old republic, would you vote no or yes to a law requiring one escape pod seat per passenger/crew member aboard a ship that travels in space?

I admit that was a retorical question.
Based on what exactly then?

As a senator... hm... What kind of lobby do I belong to? Merchant guild? Trade Federation? Freighter Pilot Union? Outer Rim Systems? Mid Rim Systems? Colonies? Core Worlds?

What is the object in the center of the deckplan?

Take a look at the external view. There is an airlock above. It is just a platform to lift you up, so you don't have to climb.

"As Senator of the Surubash System I vote with no. Such laws would impose high cost on us and reduce the cargo space of the small vessels within our sector while increasing the ships weight. In fact, I present a study that proves the uselessness of escape pods in small freighters in over 99% of all incidents. In addition, the risk of crews abandoning ship unnecessarily at the first sight of trouble will entail higher insurance fees and less reliable support lines for our outer colonies."
